There are instances in which Canada has acted positively and proactively to address human rights concerns.

One problem that emerged in the latter half of the twentieth century was landmines. They had been used in many conflict zones and following the conflicts the landmines were not removed from the various areas. The impact upon humans and livestock was profound. Many countries, non-governmental organizations and individuals worked together to create an international agreement to ban landmines. The formal title of the treaty is the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction. It was adopted in 1997 and it entered into force on March 1st 1999.

Landmines explode when a person or animal steps on it and the pressure is released.

There are some interesting aspects of the creation and passing of the International Treaty to Ban Landmines including the prominent role of non-governmental agencies, the speed with which the agreement was written and ratified, the absence of large countries such as the United States and China and the role of prominent figures such as Princess Diana who advocated for the ban. Princess Diana was particularly aware of her media presence and it was an effective form of persuasion.
