Policy Summation:  This is a short paragraph, which can easily be read by the reader, this is where you tell them how the constraints can be overridden, and cement in several intentionally written sentences why this policy is needed. 

 It should be clear, concise, and short. No citation in this section unless it is absolutely necessary. You are laying out your policy and giving short concise facts. Your paper will follow, where you give citations and arguments. This should be only one page
